Hartford Homes making plans for Mulberry project
The first phase of what will likely be an eight- to 10-year project northwest of East Mulberry Street and Greenfields Court is in the early stages of development.
Hartford Homes, which is awaiting city city approval of its overall plan for the 226-acre site, has proposed starting with 273 single-family homes and neighborhood park on the northwest corner of the property.
The first phase will be bordered by Delozier Drive and International Boulevard, according to conceptual plans filed with the city’s planning department, which is expected to review it on Thursday.
All of the homes in the first phase will be single family, divided among 109 front-loaded (garages in front), 37 alley-loaded, 88 alley-loaded homes with detached garages and 39 alley-loaded detached garages with the potential for additional dwelling units.
At buildout, the site is expected to include 1,600 homes, apartments and a commercial center, six metro districts and some permanently affordable housing.
About 15% of the homes will be permanently affordable for people making between 30% and 80% of the area median income. The 2021 area median income, according to U.S. Housing and Urban Development, is $95,900 for a family of four and $67,200 for a single person.
According to the overall development, the more intense commercial, retail, employment and higher density uses will be located closest to East Mulberry Street, transitioning to lower density uses the father north as the project gets to East Vine Drive.

The planned 100,000 square feet of retail space is expected to include a grocery store and other retail, commercial and office uses.
The Mulberry and Greenfields project, annexed into city limits, is expected to be a catalyst for transforming the corridor in the city’s image, a high priority for the city of Fort Collins. The annexation puts the corridor under city control rather than county.
The area west of Interstate 25 and Mulberry Street is a collection of fast food restaurants and inexpensive hotels and has been a focus of law enforcement actions targeting drug trafficking and prostitution over the past decade.
Currently, the city’s comprehensive planning department is updating its 2002 East Mulberry Corridor plan and assessing the area for further annexations in the future. This summer, the city is meeting with stakeholders to create a vision and goals for the area. It hopes to have draft principles and guidelines and host community events in the winter and bring the plan to City Council in the spring for adoption.

East Mulberry Corridor plan meeting
The city will hold two visioning workshops for the business community and residents July 14 and Aug. 4 to share thoughts on the East Mulberry Corridor Plan update. Sessions are expected to be in-person pending CDC and local healthy guidelines. Businesses will meet from noon to 1:30 p.m. each day and residents can participate from 6-7:30 p.m.
