ADAM: WELCOME BACK TO “CSELO UP.” WHILE THAT VACCINE DEBATE IS ONE OF THE NEWER FAULT LINES IN OUR POLITICS, THERE’S AN OLDER, DEEPER ONE, THE ABORTION DEBATE, THAT RE-OPENED THIS WEEK WHEN THE EXECUTIVE COUNCIL VOTED AGAINST FAMILY PLANNING FUNDS FOR ORGANIZATIONS IN NEW HAMPSHIRE THAT ALSO PROVIDE ABORTIS.ON WE HAVE TWO COUNCILORS HERE THIS MORNING TO DISCUSS, COUNCILOR DAVE WHEELER OF MILFORD, A REPUBLICAN, AND COUNCILOR CINDE WARMINGTON OF CONCOR AD, DEMOCRAT. COUNCILOR WHEELER, YOU’VE BEEN A PRO-LIFE, ANTI-ABORTION FORCE ON THE COUNCIL FOR A LONG TIME. EXPLAIN WHY YOU BELIEVE IT WAS INAPPROPRIATE TO AWARD THESE CONTRACTS, EVEN IF THEY AREN’T SPECIFICALLY ABOUT ABORTION. WHEELER: THESE DO NOT FOLLOWHE T STATE LAW THAT SAYS NO FUNDS SHOULD BE AWARDED TO ANY REPRODUCTIVE HEALTH FACILITY. THEY DID NOT FOLLOW THE LAW AND THEY DO NOT COMPLY SO THAT WAS THE FIRST REASON WHY WE CANNOT AWARD THESE CONTRACTS. THE CONTRACTS WERE NOT SAREEP OF FAMYIL PLANNING SERVICES FROM ABORTION SERVICES AND THEY HAD 2000 PAGESF O INFORMATION, BUT ITID D NOT PROVE THAT THE FACILITIES WLD BEOU SEPARATE LIKE THE LAW REQUIRES. ADAM: COUNCILOR WARMINGTON, YOU WERE THE LONE VOTE IN FAVOR OF THESE CONTRACTS. EXPLAIYON UR POSITION HERE. WARMINGT:ON FIRST TO HAUL A COMPREHENSIVE SYSTEM IS ESSENTIAL TO HEAHYLT COMMUNITIES DAN FAMILIES AND IT IS ABSOLUTELY CRITICAL THAT WE PROVIDE THIS COMPREHENSIVE NETWORK OF REPRODUCTIVE HEALTH CARE SERVICES AND TO BE CLEAR ETH SERVICES THAT WERE DEFUNDED BY TSHI COUNSEL REPRESENT 80% OF ALL OF THE SERVICES PROVIDED. I COMPLETELY DISAGREE WITH COUNCILOR WHLEEE AND THE DEPARTMENT OF HEALTH AND HUMAN SE RVICES CONDUCTED A COMPREHENSIVE REVIEW OF THESE PROVIDERS AND FOUND THAT NO FUNDS WERE BEING USED TO FUND ABORTION SERVICES. THE ATTORNEY GENERAL THEN REVIEWED THE PROCESS AND DETERMINED THAT WAS THE CORRECT PROCESS. COUNCILOR WHEELER IS INCORRECT IN SUGGESTING THAT THE LAW REQUIRES MORE. HE IS SIMYPL USING THIS AS A MEANS TO FORWARD A POLICATIL AGENDA, A POLITICAL ANTIABORTION ENAGDA AND THESE CONTRACTS HAVE NOTHINTOG DO WITH ABORTION SERVICES. THESE ARE PREVENTATIVE CARE SERVICES, CAERNC SCREENIS,NG INTERCEPT OF CARE, SEXUALLY TRANSMITDTE DISEASE DIAGNOSIS AND TREATNTME AND OTHER SERVICES. THESE ARE NOT ABORTION SERVICES. AD:AM COUNCILOR WHEELER, IF THE GOAL HERE IS TO PROTECT LI IFE UTERO, ISN’T THIS FUNDING SUPPOSED TO DO EXACTLY THAT? THE ABORTIONS DON’T STOP BECAUSE THISOF FUNDING BEING TAKEN AWAY, BUT WHAT WILL STOP WILL BE FOR CARE FOR LOWER INCOME WOMEN. WHEELER: THE ISSUE IS WILL THE FUNDS BE USED TO SUBSIDIZE ABORTION S?NONE OF THIS MEY CANON SUBSIZE ABORTION DIRECTLY OR INDIRECTLY AND IT ALSO REQUIRES ATTH POFRO UPFRONT, NOT A YEAR FROM NOW LIKE THE DIVISION WAS TRYING TO Y,SA AND THE COMMISSION OF HEALTH AND HUMAN SERVICES — SHE DID NOT DON A EXTENSIVE SERVICE LIKE SHE SAID, SHEID A MINI AUDIT, AND SHE DID AIC M AUDIT IN MY OPINION, IF SHE DID ANYTHING AT ALL TO PROVE THESE FUNDS NOT TGE MINGLED OR SUBSIDIZED WITH THE ABORTION FUNDS. AS AN EXAMPLE, AT THE COUNCIL MEETING, I ASKED HER, WILL THE SAME EMXA ROOM THAT IS USED FOR FAMILY PLANNING SERVICES ON CHILDREN BE USED FOR ABORTIONS? AND SHE SAID SHE DID NOT KNOW. THAT QUESTION IS FUNDAMENTAL TO WHETHER THIS MONEY WLDOU COMPLY WITH T NHEEW LAW, AND IT CERTAINLY WOULD NOT. ADAM COUNCILOR WARMINGTON, WE KNOW THAT THE COMPANY DID NOT LOOK AT THIS ISSUE. WE KNOW YOU OPPOSE THE LAW BUT THE LAW IS THE LAW. WHY CAN’T THERE BE PHYSICAL SEPARATION? WARMINGTON:HE T LAW DOES NOT REQUIRE IT. THE PURPOSE OF THE LAW IS TO ENSURE THAT PUBLIC FUNDS AREOT N BEING USED TO FUND ABORTION SERVICES. LEGISLATORS CREATED THE MECHANISM TO MEAK THAT HAPPEN AND IT DOES NOT REQUIRE PHYSICAL PASERATION. IT REQUIRES FINANCIAL SEPARATION THAT HAS BEEN PROVEN BY THE AUDIT PROCESS WHICH HE IS INCORRECT TTHA THAT PROCESS ACTUALLY HAS TO BE DONE AT THE END OF THE CONTRACT, BUT TO A SWASH HIS CONCERNS THEY DID DO AN AUDIT AT THE BEGINNING AND THEY FOUND ABSOLUTELY NO EVIDENCE OF PUBLIC FUNDS BEING USED TOUN FD ABORTIONS. THE WHOLE PPOURSE OF THE PHYSICAL SEPARATION WAS BE TO ENSURE THAT ITAS H BEEN ENSURED BY A VERY DIFFERTEN METHODOLOGY. AND COUNCILOR WHEELER JUST SIMPLY REFUSES TO ACCEPT THAT. ANHED ALSO VOTED AGAINST THE SERVICESND A OUR STATE THAT DO NOT EVEN PROVIDE ABORTION SERVICES SO IT MAKES IT CLEAR AT HIS VOTE IS NOT ABOUT MAKING SURE THAT WE PROTECT THE HEALTH AND WELL-BEINGF O WOMEN AND PEOPLE ALL ACROSS THE STATE, LOW INCOME PEOPLE, THE MOST VULNERABLE POPULATIONS THAT ACCESSHE T SERVICES, BUT TO FORWARD A POLITILCA AGENDA THAT IS GOING ON OVER THE COUNTRY. WE HAVE SEEN IT IN TEXAS, AND WE HAVE SEEN IT IN NEW HPSREAM. THAT IS WHAT IS GOINONG HERE, AND ISTH IDEA OF MIXING OF FUNDS IS A RED HERRING — WHEER:LE COUNCIL,OR IF YOU READ THE CONTRACT, YOU WILL KNOW THAT EVERY CONTRACT REQUIRES THE PHYSICAL SEPARATION OF THE SERVICES, EVEN IFOU Y THINK THE LAW DOESN’T, EVEN IF YOU MISINTERPRET THE ATTORNEY GENERAL’S ATTORNEY-CLIENT PRIVILEGED LEVER THAT HE SENT TO LAL COUNSELORS, HE SAID THAT THE COUNCIL CAN CERTAINLY INTERPRET THE LANGUAGE FROM THE LEGISLATURE AS REQUING UPFRONT , GUARANTEES THAT THESE SERVICES ARE SEPARATED LIKE THIS STATUTE SAID BEFORE THE FUNDS ARE AWARDED, NOT A YEAR FROM NOW LIKE OTHERS ARE TRYING TO CLAIM, BUT BOTH, BOTH BEFORE AND AFTERWARDS. IT IS JUST — REGARDING THE SERVICES, THE PUBLIC SHOULD KNOW THAT A CHILD, A 15-YEAR-OLD, WITH THIS MONEY, COULD GO INTO PLANNED PARENTHOOD AND GET STERILIZED WITHOUT PARENTAL CONSENORT EVEN PARENTAL NOTICE. THAT IS STJU WRONG. THE TAXPAYERS SHOULD NOT BE PAYING TO TAKEAR PENTS OUT OF THE PICTURE. WARMINONGT WE CAN TALK ABOUT THIS, BUT THE ATTORNEY GENERAL TESTIFIED THAT THE LOT DOES NOT REQUIRE PHYSICAL SEPARATION THAT HE IS TALKING ABOUT. I DON’T BELIEVE HE WOULD VOTE FOR THESE SERVICES EV IFEN THEY WERE PHYSICALLY SEPARATED. I VEHA BEEN A HEALTH-CARE LAWYER FOR MANY YEARS AND THERE ARE MANY PLACES WHEREHE T CENTERS RFO MEDICARE AND MEDICAID SERVICES REQUIRE SEPARATION AND IT IS ACCOMPLISHED IN THE SAME WAY AS WHAT THAT NEW HAMPSHIRE LAW REQUIRES. WITH RESPECT TO MINORS ACCESSING SERVICES, AS IT WAS TESTIFIED AT THE MEETING, IN ALL CASES WHEN MINORS SEEK REPRODUCTIVE HEALTH CARE SERVICES, PLANNED PARENTHOOD AND OTHER FAMILY PLANNING PROVIRSDE ENCOURAGE THE PARENTS INVOLVEMENT. THERE ARE CERTAIN CIRCUMSTANCES WHERE YOUNG PEOPLE CANNOT INVOLVE THEIR PARENTS IN THE DECISION-MAKING, AND SOME CASES IT IS NOT SIMPLY SAFE TO INVOLVE THEM. THEY ARE NOT GOING TO TURN AWAY A YOUNG WOMAN WHO IS SEEKING EMERGENCY CONTRACEPTION. ETH IDEA THAT A 15-YEAR-OLD WOULD BE STERILIDZE IS A TOTAL FABRICATION ON THE PART OF COUNCILOR WHLEEER. IT WAS TESTIFIED BY THE DEPARTMENT THAT IT HAS NERVE HAPPENED. THESE PROVIDERS DO NOT EVEN PROVIDE STERILIZATIOSEN RVICES. EELER:WH TAKE IT OUT OF THE CONTRACT THEN, IF YOU ARE NEVER GOING TO DO IT, TT CHILDREN CAN ACCESS ANY OF THESE SERVICES WITHOUT PARENTAL CONSENT. TAKE IT OUT OF THE CONTRACT. IF PLANNED PARENTHOOD REALLY WANTED THIS MONEY, THEY WOULD DO THEIR OWN SEPARATION AND MAYBE THEY WOULD GET THE MONEY. THEY DON’T WANT TO DO IT. DON’T BLAME THE COUNCIL. BLAME PLANNED PARENTHOOD. I CALL IT BAND PARENTHOOD IN MOST CASES. WARMINGT: I THINK YOU DO BECAUSE THIS IS WHAT YOU WOULD LIKE TO HAVE. THIS IS SOMETHING THAT WOULD NEVER HAPPEN AND IT IS TOTALLY FABRICATED, I HYPOTHETICAL PROVIDED BY COUNSELOR WHEELER BECAUSE HE SEEKS TO TAKE AWAY A NETWORK OF SERVICES THAT PROVIDES PROTECTION FOR FAMILIES AND COMMUNITS.IE BY DEFENDING SERVICES THAT MEANS WE WOULD HEAV DELAYED DIAGNOSIS AND TREATMTEN OF BREAST CANCER, CERVICAL CANCER, AND OTHERS AND THAT MNSEA PEOPLE WILL BE DIAGNOSED LATER IN THE DISEASE PROCESS AND THEY WILL ACCESS CARE WN HEIT WILL BE MORE EXPENSIVE AND LESS TREATABLE WITH MORE NEGATIVE OUTCOMES. THE COMMISSIONER OF HEALTH AND HUNMA SERVISCE TESTIFIED THAT ISTH WLDOU HARM BIRTH OUTCOMES BECAUSE WE KNOW A NETWORK OF SERVICES CREATES HEAHYLT COMMUNICATE TSEHE — COMMUNITIES AND HEALTHY FAMILIES. WE KNOW THAT NEW HAMPSHIRE HAS ONE OF THE LOWEST IF NOT THE LOSTWE UNINTENDED VINCI RATES IN THE COURYNT AND ALSO THE LOWEST TEEN PREGNANCY RATE IN THE COUNTRY.
